QUALITY CIRCLES/E-QUALITY CIRCLES
1.What is meant by the term Quality Circles?
Quality circle is a small group of Employees/Students in the same work area or doing a similar work who voluntarily meet regularly for about an hour every week to identify ,analyse and resolve work related problems ,leading to improvement in their total performance and enrichment of their work life under the leadership of their Supervisor/Team Leader.
It is a philosophy rather than a technique concentrating the bottom of approach ,management supported requiring only the task performers having a compulsory job for every one with true participation by all.This will promote leadership ,better communication,job knowledge ,quality,self-development and team work with a participative culture in the society.
Quality Circles Educate ,Engineer,Enrich,Enforce and Enlarge the lives of the workers as well as the students community.they improve the work habits by increasing the capacity,clarity,competency,confidence,consistency,conviction and courage among the people.

2.What is meant by the term E-Quality Circles?

E-Quality circle is a small group of Employees/Students in the same work area or doing a similar work who voluntarily need not meet regularly for about an hour every week to identify ,analyse and resolve work related problems ,leading to improvement in their total performance and enrichment of their work life but can get do the prior mentioned using the latest communication technologies and the SST’s (Self Servicing Technologies).
The only thing or the Tool/Weapon that has to be given to the people out there is to a Cell phone with the 3G features so that from the workplace itself or during the problem itself ,the Quality Circles jobs could be carried out to the optimum extent.
Since this uses the weapon Cell phones ,and there is no face-to-face direct /side-by-side interaction ,hence the name E-Quality circles can be given.

Quality circles/ E-Quality circles donot take the responsibility to change the structure of the organization ,neither are also not responsible for the grievance handling nor a means for management to unload their problems .So finally they cannot eliminate the all ills of the management.



Design procedure for the E-Quality Circles
(For a problem solving process which is considered as a purely mental process and which provides a solution for a common purpose or the goal)
Online Meetings over the Cell phones can be organized with the recorded database of the problems or the problems observed at the instant and the problems could to be categorized into categories.
Tier –I: -minimum involvement of other departments in the solving the problems.
Tier-II:-involvement of other departments is a necessity.
Tier-III:-managements financial commitment may be needed in solving the problems.

a. Prioritize /Reorganise the ideas from the least first to the highest last)
b. Define the problems (by the sms/mms modes or any other e-mode)
c. Analyze the problems (Define the dimensions of the problems by the e-mode )
d. Idendification of the problem by brain-storming & cause & effect Diagrams (which could be downloaded from the specified website).
e. Root –Cause Analysis (over the cell phones).
f. Develop the solutions by the methods of Brain – Storming.
g. Foresee the possible resistances and then Brain- Storm.
h. Trial implementation .
i. Check the performance .
j. Implementation
k. Follow – up and review .
l. Make modifications if necessary from time to time through the E-quality circles..

There should be a message center with the Toll-Free numbers to receive the message or the data in the specified format which will collect the information or the data in the proper format and give out an automatically generated reports to the Leaders so that the problems related to the work/any other could be instantly carried out.
All the members of the quality circle should possess a group dialing number (Conventionally Speed dialing as the one that exists in most of the cell phones) so that the whole group becomes active at the same time to discuss the problems.In other words ,it will be like an electronic circle that will formed for the Discussion following the concept of
Right Information at the Right Time to the Right Person by the Right Person and for the Right Person .
